Outline Rotary International District 2650 Outline Rotary International District 2650 consists of 94 clubs covering four prefectures: Kyoto, Nara, Fukui, and Shiga.Our total membership is 5,362 (based on the April, 2004 issue of the Governor's Monthly Letter). Kyoto was the capital of Japan for more than one thousand years. It's a treasure trove of the beauty of Japan represented by the Imperial Palace, Ama-no-Hahsidate (=Bridge to Heaven), Yuzen (clothes dyeing), tea ceremony, and Kyo-yaki (pottery), to name but a few. Nara is the birthplace of Japanese civilization and was the capital of Japan before the capital was moved to Kyoto. Due to its close relationships with neighboring countries, Nara, during the time it was capital, adopted foreign civilization such as social and political systems. Shiga is the home of Lake Biwa, the largest lake in Japan, which offers valuable information on environmental issues. Also located in Shiga is Ishiyama-dera temple, which is the place where people say that Murasaki Shikibu wrote the famous "Tales of Genji." Fukui developed as a cultural interchange point between China and Japan and is now drawing tourists' attention because of its rich natural resources such as hot springs and sea food. Fukui is also famous for Echizen paper and lacquerware. 『History』
